摘要: Maintaining the nation's highways and bridges is becoming more difficult in light of the cost and dwindling federal funds. An 18 percent reduction in federal transportation spending will occur between fiscal years 1997 and 2002. State and local governments, therefore, must optimize use of their funds. The most recent data reveal that local governments contribute 23 percent of the total capital expenditures and approximately 58 percent of the total maintenance expenditures for highways. This article provides a brief historical overview of local government highway finance trends from 1921 to 1983, and more specifically, a close examination of data from 1984 to 1993, the latest year for which the Federal Highway Administration has complete data from local governments. The data on local government highway finance trends illustrate the vital role of local government in public sector highway financing.
