摘要：	This Circular provides guidance regarding the Coast Guard's policy on ensuring maritime safety during the year 2000 (Y2K) date change. The Coast Guard has established temporary regulations that require owners and operators of certain vessels and marine facilities to report Year 2000 (Y2K) preparedness information via the submission of questionnaires. The responses in the questionnaires will help Captains of the Port (COTPs) and Officers in Charge, Marine Inspection (OCMIs) assess vessel and marine facility preparedness for potential Y2K-related malfunctions of equipment and systems. The policy described in this circular has been based in large part of the existing legal and regulatory authority assigned to individual COTPs.
