The human element has always been a contributing factor in maritime accidents. But the focus on the human element as the main factor was an idea not fully explored until the mid-1990s. In 1994, the U.S. Coast Guard, recognizing that the human element was not being adequately addressed in maritime accidents, formed a Prevention Through People (PTP) Quality Action Team to refocus prevention efforts. The team conducted data analysis and examined operations from a maritime perspective. The results of these efforts formed the basis of the strategy and implementation plan for the PTP mindset and program. This article provides a retrospective overview of the PTP program and its primary elements, partnership efforts, and accomplishments to date. |
