| 摘要： | The Standards of Training, Certification and Watchkeeping for Seafarers (1995) (STCW) has been heralded as a significant step toward progress in maritime training. This article examines the position taken by the United States Maritime Administration (MARAD), which is to view STCW as a change in maritime training and qualifications that provides an opportunity for improvement in the United States because STCW fosters better interaction among government implementers, industry beneficiaries, and training providers. |
