| 摘要： | The Coast Guard addresses two broad areas of risk-based technologies: operational risks internal to the Coast Guard and external risks within the marine industry. The article discusses research and development efforts to develop a core competency in risk-based decision making (RBDM) by developing and field testing a risk toolbox. The cornerstone of this toolbox will be revision to the RBDM Guidelines published in 1997. On the internal side, the concentration has been on development of a systematic understanding and management of Coast Guard operational risks with an Integrated Risk Assessment (IRA) methodology. Coast Guard external risks, for the puposes of this article, are defined as those marine industry operations influenced by the Coast Guard such as cargo transportation, marine events, passenger transportation, and more. |
