This article describes efforts to create an integrated waterway and port management information system in the Port of New York and New Jersey. Information infrastructure is an important avenue through which maritime safety and market efficiency can be coupled to form a mutually beneficial public-private relationship through the development of an accessible, cost-effective information network. The goal is to develop and to demonstrate an open, dynamic, versatile, and multi-purpose information system that will streamline access to, and the delivery of, a variety of public and private information sources while maintaining a high level of vessel traffic safety. The 2 main components of this proposed network, the Freight Information Real-time System for Transportation (FIRST) and the Port Information Network System (PINS), are discussed. |
