摘要: Traffic management centers (TMCs) are becoming an increasingly popular way for cities around the United States to manage traffic on the roadways. With more TMCs being built every year, it has become important to take a look at different interagency coordination and co-location agreements in an attempt to determine the benefits to coordination and co-location. More specifically, in this project the relationship between the TMC and the police department was looked at in order to determine the benefits to police co-location at the TMC or alternatively, if there were any benefits to the police being located elsewhere. A literature review was conducted to provide an overview of existing coordination and co-location agreements at TMCs. Surveys were sent to various TMCs and the police agencies that work with the TMCs in an effort to determine the benefits to police co-location at the TMC. Based on the literature review and the survey results, co-location may result in the following benefits: improved incident detection, response, and clearance times; improved understanding, trust, respect, and communication among agencies; better on-site management of incidents; improved sensitivities to each other's organizational objectives and responsibilities; improved coordination to the actual response to scenes and the monitoring of impacts of incidents; and shared 24-hour operation of the TMC. In addition, the future implications for homeland security are discussed in the paper. Through a literature review and survey results, it was found that the TMC may perform the following functions during a homeland security attack: surveillance; traffic management; and providing information to the police and the public.
