摘要: |
Traditional traffic control methods do not encourage the contractor to manage the flow of traffic through the work zone and minimize the delay to the motoring public. A system approach is needed in order to encourage the innovation necessary to minimize travel time delay. A means to monitor the amount of time it takes a motorist to travel through a construction work zone is needed, in combination with an incentive/disincentive clause, to ensure the management of traffic flow through the work zone by the contractor. The objective of this research is to review current practices and develop findings to assist in the implementation of a travel-time incentive/disincentive on future Arizona Department of Transportation rural highway projects. |
