The National Environmental Policy Act(NEPA) of 1969 has been a major factor in shaping U.S. environmental analysis as related to transportation. Additional legislation, such as the ISTEA (Intermodal Surface Transportation Efficiency Act) and TEA-21 (Transportation Equity Act for the 21st Century), has addressed such issues as integrated environmental planning and analysis, environmental streamlining, intermodalism, sustainable development, enhanced public involvement procedures, and promotion of nontraditional transportation modes. The regulatory constraint imposed by legislation mentioned adds a substantial amount of time to transportation projects, from the planning phase, through design, and to construction. This paper provides a general framework that can be used to help control the time required to complete the project development process. |
