| 摘要： | Why does it take so long for PTAs to adopt open payment systems? There's a strong underlying desire by PTAs to be more agile, responsive and innovative, but they're inhibited by two factors: their existing legacy systems and the mandated, regulated processes they have to follow. The legacy systems that so many PTAs currently have bring significant technical debt with them. These systems are very complicated, tightly integrated and difficult to displace. It is very difficult and costly to unbundle and replace them all. |
