| 摘要： | The institutional issues facing the transportation industry as it approaches the 21st century reflect the dichotomy inherent in all change. On the one hand, the specific issues mirror the nature of the times and deserve solutions that take advantage of the characteristics of these times. In order to be relevant to the types of decisions that will have to be made in the future, institutions must reflect the changing demographic, technological, environmental, and economic factors that will greatly influence lifestyles and travel of the 21st century. On the other hand, the underlying nature of the issues is no different from that of issues that have always faced us, and the solutions will undoubtedly parallel ideas from the past. |
