摘要：	This paper describes how winter index was designed to identify situations where it was necessary to perform winter maintenance, such as the spreading of sand/salt and/or snow clearing. The Norwegian Public Roads Administration (NPRA) intended to use the winter index mainly in connection with functional contracts. The index will provide information about the actual weather conditions during a particular time period (month/season) and will make it possible to adjust contractor payments towards actual maintenance activities. The climate and the way winter road maintenance is carried out vary throughout the country. A critical factor, therefore, has been the need to make adjustments to local conditions. In developing the NORIKS index special attention has been given to: meteorological and climatological conditions; standards for winter road maintenance in Norway; existing routines for winter road maintenance; and available databases. The index is based on close cooperation with winter maintenance staff, which will ensure the quality of work. The method used involves questionnaires directed at the staff, the registration of every single maintenance measure during certain periods, and discussions between developers of the index and staff.
