All road safety countermeasures fall into three broad categories (or some combination thereof): · engineering – eg seat belts and airbags, improved vehicle design generally; · enforcement – eg campaigns targeting road rules, drink driving and speeding; · education – eg mass media campaigns, school road safety education programs. The research and evaluation literature abounds with examples of effective engineering and enforcement countermeasures – past, present and even future. As an example of the latter, Vulcan (1997)1 predicted that continued improvements in Australia’s road toll relies upon a range of engineering and enforcement efforts: · improved vehicle occupation protection standards; · improved crash avoidance standards (particularly speed limiters and alcohol ignition interlocks); · improved vehicle safety features (eg various detectors of impaired drivers, reduced aggressivity of vehicles towards other road users and increasingly automated driving); · improved new roads; · ongoing blackspot programs; and · intensified enforcement attacks on drink-driving, speeding and non-use of restraints. |
