The over-involvement of young drivers in road accidents is a well recognised road safety and health issue, and a number of factors have been identified as contributing to the problem. Concerns relating to “high risk” young drivers and media reporting of fatal accidents involving illegal and high risk driving behaviours, prompted a review of the role of “high risk” or “problem” young drivers in road accidents. The term young “problem” drivers refers to a sub-group of young drivers who are disproportionately involved in accidents because of greater levels of risky driving and deliberate risk taking. These drivers are described as having driving patterns, interests and lifestyles which expose them to greater risk. The identification of a particular “problem” group of young drivers based on biographical, personality and behavioural characteristics has been an attractive concept for many years. It is believed that identification of individuals who are ‘responsible’ for the problem would provide a mechanism for directing road safety programs to a small group of young people only. |
