The title ‘VLISTERGENT’, in the shadow of the great’ Flushing (Vlissingen), Terneuzen, Gent refers to three ports of the Western Scheldt (from North to South 50km) located near the North Sea, in two countries, Belgium (Ghent) and the Netherlands (Flushing and Terneuzen). The construction of a performant infrastructure will link the three ports together to one crossborder complex of maritime industrial development (Vlistergent). The opening of the Western Scheldt tunnel in 2003 will bring VLISTERGENT out of the shadow of the greater ports (Rotterdam and Antwerp) in the RSD-region (Rhine-Scheldt-Delta). The paper gives an introduction toward a new reality of port development: cross-bordered and with a common vision, common strategy and common planning. Currently several studies are been undertaken, that show the strongness and weakness of euregional cooperation. The capability of regional governments to undertake specific projects of interregional cooperation is more important in the case of transnational cooperation schemes, because unlike initiatives within a single country, the coordination of various regional programmes at an international scale cannot be imposed by national government (CAPPELLIN, 1993). Cappellin argues the necessity of a cross-bordered regional organisation, but also the necessity of a degree of synergy (common values). The effectiveness and efficiency of a common policymaking structure in an interregional alliance depend on the existence of : - a common social and political identity and/or the existence of common values and historical traditions. - a common productive know-how or a similar industrial environment of favourable transport and communication links. - close relations among the various urban centres, where headquarter functions are concentrated together with services which facilitate the circulation of technological and economic information (CAPPELLIN, 1993). The more ‘common values/added value’ are available in a border region, the more chances of success of cross bordered cooperation. In this paper we will look into the current situation of VLISTERGENT and the motives to come to a cooperation between the port areas of Flushing, Terneuzen and Ghent. |
