| 摘要： | a. “Good governance” is discussed on the paper. Good governance is one of the most important matters on many of developing countries. Good governance requires a good legal system. Port management also needs good governance. b. Though many countries have established port related laws for modernization and improvement of efficiency of their ports, there are also countries that have no such national laws. Eleven national laws of eight countries on both developed and developing countries are collected and studied. c. The eleven laws mentioned above are compared. Items and concept on each item are briefly analyzed. The results are summarized to seven major items. d. Necessary concepts of a port law to be applied on a developing country are proposed with the results of brief analysis mentioned above. The key structure of the proposed law is as follows such as: PART I GENERAL PROVISIONS PART II BASIC DEVELOPMENT POLICY AND, PLAN OF PORTS AND INLAND WATERWAYS PART III MANAGEMENT OF PORTS AND INLAND WATERWAYS PART IV FINANCE OF PORTS AND INLAND WATERWAYS PART V PRIVATE PARTICIPATION PART VI MISCELLANEOUS PROVISIONS |
