Russia possesses the vast network of inland waterways among which the United deep-waterway system of European part of country is of special importance. Integration of Russian inland waterways into European System and, in future, making it a system of free international navigation require new approaches to the problem of providing sustainable and safe navigation. The authors of the report consider the ways of solving this problem taking an example the Volga- Baltic waterway as one the most important water transport of Russia routes. Description of this waterway and it’s local features are listed in the report. Main attention is paid to providing sustainable and safe navigation owing to introduction of River Information Services (RIS) system at the Volga-Baltic waterway according to recommendation of PIANK 24-th Working Group. Traffic control service includes a computer network to which main RIS center in St. Petersburg and some control posts and locks are connected. These control posts regulate traffic at the difficult stretches of fairway and permit (or forbid) a vessel to put out to lakes with sea navigation conditions. At most complicated for navigation parts of waterway there are radar control for traffic and navigators are given cautions and recommendations. The most difficult part of Volga-Baltic waterway is the the Neva river within borders of St.Petersburg where vessels pass under opening bridges during night time. Introduction of control for position and trajectory of movement of each vessel with the help of satellite system and board transporders carried by pilots is specified. Data processed will come on displays in RIS center and to pilot-coordinator ashore. Using of the above-said systems will result in providing safe navigation and extending of waterway capacity. The second part of the report deals with the analyses of traffic accidents taken place during passing vessels through navigable locks in Russia. The model of probable estimation of reliable passing of fleet through navigable locks and, in particular, method of calculation of ship wrecks, taking place due to running the ships moving at more critical speed against lock’s gate is described, graphic interpretation and an example of its calculation are given. The results of the calculations may be used when declaring safety of navigable hydraulic structures. |
