摘要: Sydney Ports Corporation was created in 1995, its predecessor being the Sydney Ports Authority and prior to that the Maritime Services Board of NSW. The Corporation is “licensed” by the Minister of Ports to undertake certain navigation safety functions under a Port Safety Operating Licence. These functions are condensed to the overseeing of a safe and efficient pilotage service provider, maintenance of navigational aids, shipping channels, berth boxes, providing an emergency response to port related emergency including oil and chemical spills and the monitoring of dangerous goods movements within the ports jurisdictions. To assist with the successful management of these functions, Sydney Ports Corporation has introduced two examples of modern technology into its operations via the IVSS and ShIPS. The IVSS - Integrated Vessel Surveillance System is just that - a 24 hour, 365 days a year surveillance of all water craft using the ports of Sydney and Botany Bay. There are 3 radar scanner sites placed at strategic points to give adequate radar coverage of Sydney Harbour and 1 scanner site at Port Botany for coverage of that Port. All the data received from these sites is fed to the display unit situated at the Harbour Control tower manned and operated by a superintendent with a Master Class I certificate of competency. Sydney and Botany Harbour are superimposed on the screen together with the shipping channels, depth contours and at the operators option, names of bays, headlands, navigational data etc in detail can be accessed. Camera coverage of the Ports of both Sydney and Botany are an added feature of the IVSS system. As with the radar scanners, cameras are also placed at vantage points across Sydney and Botany precincts. This information is processed and relayed to the monitor in the Harbour Control tower. Thus the Harbour Control superintendent has a radar surveillance system reinforced with camera coverage of both ports. To complement the IVSS, Sydney Ports has designed and developed an on-line vessel service booking system, called ShIPS. ShIPS, Sydney's Integrated Port System is the fourth generation system for Sydney Ports. The "one stop shop" of port management has been designed specifically to co-ordinate the scheduling of vessel movements and to amalgamate the service providers to working off one real time system.
