A great attention must be paid to the social-economic impacts of Recreational Navigation, as well as to the implications in culture, environment and territory development. First of all, Tourism is greatly concerned with Pleasure Navigation and it is not possible to think that Nautical Tourism can survive without Tourism or viceversa. Yacht Harbours are necessary but not sufficient to justify the development of Nautical Tourism. Therefore the several types of Nautical Tourism must be considered, varying from the “wandering” one, to the “regional” one and the “local” one. Planning and Design of Marinas and Yacht Harbours must follow the prescriptions coming from these issues, creating a “System” able to identify “multiple tourist poles” working together with existing facilities, infrastructures, nature and environment. In Italy the target of doubling the number of berth in 10 years may be reached thanks to a recent law (1997) which has forwarded many innovations in the concession of States properties for the construction of Marinas, Yacht Harbours and Mooring areas. It has been demonstrated that 1 lira invested in Nautical activities is multiplied by 6.5 in creating GDP and how the construction of a new boat can involve the presence of 9,9 workers, including all activities concerned. Italian Government decided, therefore, to speed up the process of issuing the concession of State land, coast and sea to build Nautical Facilities. With the use of a unique decision board, called “Conference of Services”, the time previously required (10-12 years) has been reduced to 1-1.5 years. In the last three years more than thirty new Harbours have been licensed and about fifty Conferences of Services are working to examine and approve new proposals. 60% of them is located in Southern Italy. As Case Studies, the presence of Marine Parks in some of the most beautiful places in the Mediterranean Sea (Eolie Islands) and the implication with Recreational Navigation are also analysed, as well as the construction of Rimini Harbour in a derelict land close to the famous Adriatic City, where the presence of all services like Airport, Highways, Railroads and a large beach give to the project for 800 berths a good chance of success. |
