Fremantle Port was one of the first ports in Australia to take advantage of predicted under keel clearance technology by adopting use of Dynamic UKC developed and installed by OMC International. The original application, which was a “first” for import trades was introduced to the Port for a single purpose, to maximise the loadings on import crude oil tankers. Original perceptions were that the technology would have been restricted to the initial purpose. The Port adopted a regime of reporting, recording and analysing all inward transits of the deep draught tankers. Such analysis showed through time that there were a number of development opportunities that would enable deeper draughts to be safely managed. The implementation of each of these opportunities is described. The paper also describes how Fremantle Port worked closely with OMC International in initiating and developing new concepts for further enhancement and expansion of the use of Dynamic UKC. Not only was the initial purpose of Dynamic UKC enhanced, but the port developed concepts for expansion of the application to be extended to all channels of the Port. Regulatory (statutorial) implications that should be considered by a port using a Predicted UKC are also alerted. The Harbour Master is advised of some of the impacts that will occur in his port when a Predicted UKC system is introduced. |
