Recent Act no 84/1994 of Italian Parliament gave a new classification of Italian harbours. Besides that, Port Authorities were set up in major commercial harbours, with special tasks of port planning, programming and management. Moreover, Act no 84/1994 literally produced a dramatic changing in the way of “thinking” port planning in Italy. Before that, port masterplan was considered only as a strictly technical tool for planning a coherent framework of maritime works in harbours in an undefined period of years. Nowadays, port masterplan rightly assumes new meanings and features, being enlarged to aspects never faced before in a proper way. More precisely, it has become a specialised plan that has to fit necessarily within the framework of town and territorial plans. Because of that, the approach in the drawing up of port masterplan changed a lot in the recent past, thus becoming a wider one and including, among the others, nautical aspects, strictly engineering aspects, logistics, economic considerations, environmental aspects and social items too. Moreover, it emphasised the importance of establishing a correct “point of balance” between the needs of the port and the needs of the town and of the local territory. The very first years after the release of Act no 84/1994 showed the necessity of assuring a common and rationalised approach for the practical implementation of its general principles in new port masterplans. Such an approach could also assures a coherent structure in the process that leads to the technical assessment on port masterplan itself. Thus, a governmental working group was recently set up within High Council of Public Works, with the aim of drawing “Guidelines for port masterplans”. The paper has the goal of pointing out the main features of the document, so that to be presented at international level, encouraging exchange of knowledge on this topical subject in port engineering. |
