Project for the upgrading of inland waterways often ask for large amounts of money. As politics make the final decision if these projects will be brought into realisation, it is a necessity to give a clear insight in the cost effectiveness of the project and the benefits for society. The Maasroute project is a splendid example of a project that was able to overcome scepticism by giving this insight and by adjusting the project in such a way that the cost effectiveness could be optimized. The Maasroute project first came to surface in the early nineties and its goal is to upgrade the 200 kilometres long inland waterway River Maas and its canals in the south-eastern part of the Netherlands. The Maasroute is an important hinterland connection for the ports of Rotterdam, Amsterdam and Antwerp, but during the preceding years the waterway had not been upgraded, while the adjacent waterways as the River Waal, the Rhine-Scheld connection and the Albert canal (Belgium) all had been upgraded. The role of the River Maas as a TEN-waterway was endangered, but until the late nineties no decision had been taken to reserve budgets to realize the upgrading of the Maasroute. In an attempt to give a better insight in the profits of the Maasroute project, cost/benefit analysis was brought up, a form of analysis that was not tradionally used in the Netherlands for these kinds of projects. The first, and most important step in cost/benefit analysis is to choose which benefits will be taken into account, and which won’t. In this case, a conservative approach was chosen, considering that a possitive conclusion by an conservative approach would create greater support. The first study considered only one alternative, which ougth to be wrong. In a second phasis of the study several scenarios on how the project would have to be carried into effect were made, with the scenario’s were developed together with the waterway users. By the end of this phasis both the project and the decision making politics were given insight in the way the project should proceed and budgets could be reserved, as everyone had the feeling that choices had been offered, they were not forced into a direction. Giving insight in investments by private parties and regional authorities gave even more foundation to the project. The Maasroute project has set a new standard in cost effectiveness for waterway projects in the Netherlands. As a result, today all new waterway projects in the Netherlands are considered to make cost/benefit analysis. |
