There are a large number of rural communities in Papua New Guinea where the only contact with the outside world is provided by water transport. These communities fall into three main categories, rapine communities, coastal communities and island communities. Though these communities exhibit great diversity, they are also encountering similar problems relating to the provision, or lack of provision of appropriate water transport. Over the last twenty years the quality and quantity of water transport serving these communities has declined and this decline has accelerated over the last five years. The decline in water transport has led to the communities becoming more marginalized, with the symptoms of this being a reduction in the cash income of the communities, a decrease in their ability to access to health and education services and a consequential increase in poverty. This paper reviews the history and current state of the water transport serving these communities in respect of how it is being provided, the cost of that provision, how safe that provision is and if that provision meets the needs of communities. The reasons for the decline in the quality and quantity of provision of water transport are discussed. The paper identifies the key problems for water transport in Papua New Guinea in terms of its economics, boat and ship requirements, physical infrastructure requirements and institutional requirements. The paper goes on to set out and discuss the results of a survey of the communities needs for water transport. The paper concludes by suggesting a strategy to reverse the decline and promote the development of sustainable Community Water Transport in Papua New Guinea. |
