摘要：	1. Goal of study In the planning of the improvement works of the fishing port to enhance its utilization level, it is usual to reclaim the surrounding area of the port. However, in case where the rich fishing ground is located in the vicinity of the port, the enhancement of utilization as well as upgrading of the port function and environmental conservation of the sea as the conservation of seaweed bed often become in conflict. Harmony of these conflicting conditions is becoming a serious problem in the development of the fishing port and its ambient area. This study aims at the creation of work scheme to reach consensus between local people for the improvement plan in harmony with environmental conservation in the surrounding sea area, taking Koshigoe fishing port in Kamakura City, Kanagawa Prefecture as the example. 2. Outline of study In addition to the investigations essential for fishing port planning, bathymetry, bottom sediment samplings, underwater habitat survey and attached organism survey were carried out in order to check the environmental conditions in the surrounding sea area of the fishing port. The site surveys proved that the competent seaweed beds have been formed in front of the fishing port, while the coastal area next to the port shows comparatively biological disadvantages. Kamakura City established “Koshigoe Revitalization – Koshigoe Fishing Port Improvement Work Committee” led by invited representatives of local residents, for the purpose of making the fishing port improvement plan available with participation by local residents. Work Committee managed all meetings to be open, and made full report on the survey results, while providing as much information as requested. The subjects such as upgrading of fishing port functions, harmony with natural environment conservation and extensive utilization by local residents were repeatedly discussed. Free discussion meetings with residents were held two times after all. Under such circumstances, Work Committee decided the basic policy as follows: 1. Creation of the fishing port ensuring security and amplifying dream 2. Establishment of circulation type community on marine resources 3. Taking initiative in resuscitating marine environment
