Flanders, which is the upper part of the Belgium, is regarding the 4 main seaports and the busiest inland waterway network in the world, an important country for waterborne transport. Al lot of attention is being paid to the trafficmanagement, as well in the maritime area as on the inland waterways, aiming a smooth, safe and efficient shipping traffic. VTMIS (Vessel Traffic Management Information Systems) and RIS (River Information Services) are being developed by the waterway managers (public authorities). Main goal of these systems is the traffic management, but these systems also give an added value in the management of the transport. Port authorities and the so called ‘third parties’ such as intermodal logistics partners,… also develop their own systems, aiming to organise their part of the logistic chain. The links for information exchange between the systems are limited and need to be improved. The main RIS-objectives, which are navigation linked, have been extended to build a concept for a combined model for inland navigation and water level management. At the mean time, the navigation systems within this general concept has been expanded, as well in functionalities as in user friendliness, and this, based on the current web-technology. Developments on European level have been taken into account. The main challenges for the future, regarding navigation systems are, besides the technical developments and improvements and links between the systems, also improving the quality of the services and evolve from traffic management towards transport management. To implement the challenges, forces need to be joined, PPP (Public Private Partnerships) is a possibility. The importance of the development of RIS and VTMIS can not be ignored. The basic steps have been taken, but there’s still a long way to go. Plenty of ideas, a good cooperation with the different partners and developing technologies give good perspectives to build out performant and multifunctional systems. |
