摘要：	This paper provides insight into processes and tasks undertaken to develop the Wisconsin Intelligent Transportation System Design Manual, an interactive CD-based document consisting of 16 chapters totaling 187 pages. In addition, the manual serves as a central compilation of 127 device specifications and 115 construction details. Information is given regarding the identification of need for the manual, critical steps taken during project initiation, and strategies used in development and review of the manual. The paper also provides information relating to development of the awareness and training program that followed the release of the completed manual, and summarizes lessons learned during life cycle development of the document.
