Most European Electronic Fee Collection (ETC) systems use DSRC communication to link On Board Units (OBU) and Roadside Equipment (RSE). The German EFC system for HGV, based on GSM/GNNS communication, will be the first system of this type and technology in the world. Taking into account existing developments in Europe, one of the requirements of the German call for tenders was to include a DSRC based communication link in any offered solution. Besides electronic toll collection the German tolling system includes a manual booking system, which will allow all non-equipped HGVs to pay tolls for using the German motorways. This holds as well for unequipped German cars as for foreign cars. The envisaged Directive of the European Commission (EUC) will be an important step towards Interoperability of European EFC systems. The EUC considers GSM/GNNS based EFC systems as a medium or long term solution for Europe. In principle HGVs with German OBUs should be able to pay fees on most European toll roads provided that electronic toll road maps are available. This, of course, implies that contracts between toll road operators will be established as required by the EUC directive. |
