摘要: The city of Trondheim in Norway has more than 10 years of experience with road user charging. When opening in 1991 the Trondheim scheme was unique in two aspects: (1) it was fully electronic with non-stop toll lanes from the start; and (2) the charges were time-differentiated. The toll system has been gradually developed over the years since the introduction, with the following main milestones: (1) 1991 -- the urban toll ring; (2) 1998 -- the zonal toll system; (3) 2001 -- technical upgrade of tolling infrastructure to meet the CEN 5.8 GHz DSRC standard, AutoPass; and (4) 2002 -- upgrade of zonal system with new cordon enclosing the city center.
