The introduction of new traveler infonnation services is hardly a new concept to state departments of transportation (DOT). How these services are to meet the public's growing desire for real-time, on-demand traveler information in a static or shrinking budget is one that is being approached in many different ways throughout the world. The Minnesota Department of Transportation's (Mn/DOT) Orion Project attempts to meet this growing need through the public-private partnership it has with Lockheed Martin Canada and its subcontractor, Smart Route Systems. Although this type of partnership is growing, how each jurisdiction delivers its program is unique. The uniqueness in delivery arises for many reasons: state law, state DOT policies and guidelines, existing infrastructure, the number of state/local agencies that must participate in order to ensure a regional view, and politics to name a few.
