For effective congestion controls in highway systems, it is important to identify timely changes in traffic flow caused by traffic increase, construction works, incidents, and spillback from neighboring intersections. Kerner (1997) and Lee (1998) discovered three types of traffic states (free flow, jammed flow, and synchronized flow). They believe that the changes in traffic flow are similar to phased transition states in flow dynamics and interpreted the dynamic changes in traffic flow using Navier-Stokes-type-Model. This research describes a research effort in which changes in traffic flow are analyzed and predicted based on a simulation framework of cellular automata, suggested by Kerner, with dynamic OD (Origin-Destination) data collected between toll-gates by VDS (Vehicle Detection System) and TCS (Toll Collection System).
