This paper describes an evaluation of the dynamic park and ride (DP&R) system, in case that this system would be introduced in Nagoya, Japan. Using the data which was obtained by a stated preference (SP) survey on travel behaviors in Nagoya, a disaggregate choice model for the DP&R is developed. This choice model is incorporated into a traffic simulation and several scenarios on combinations of policy options for the DP&R are analyzed and examined. As indices on effects of DP&R, travel time saving, fuel saving, CO2 emission, revenue of P&R facilities are also estimated. As a result, if the DP&R system is introduced in Nagoya under the condition of current travel cost for public transport without any improvements of the connection between parking and public transport, scarce demand for P&R is expected. However, it is found that improvement of P&R services - discount of public transport fare, parking charge, and smooth transfer from car to public transport – can lead to drastic increase in P&R users. This results in 10-20% reduction in CO2 emission by a particular OD traffic flow. |
