The ITS Deployment Initiatives Project reviewed public documents and held meetings and telephone interviews to determine the transportation needs of various California sectors. These needs were translated into six ITS market categories: Transportation Management, Traveler Information, Electronic Payment, Goods Movement, Public Transportation, and Vehicle Safety and Control. Within these six categories, the study also examined the existing inventory of ITS assets and services and the private sector activity in related market sectors. Finally, actual deployment was compared to state, local, and regional plans for ITS to reveal gaps or deficiencies in current infrastructure and services. To promote increased ITS implementation projects or initiatives were developed to address each deployment deficiency. The primary deficiencies in California ITS deployment are transportation data coverage and quality; the sharing of transportation data between agencies, modal administrations, and the private sector; limited cooperation of agencies for development of electronic payment services; public partnerships with the commercial trucking industry and vehicle manufacturers; technology applications for improving public transportation services; and political understanding and support of an agency mission focused on system management and operation. |
