In 1994 Ride Solution, then Arc Transit, Inc. installed Automatic Vehicle Locators (AVL) with magstripe card readers in thirteen of its thirty vehicles. In discussions about the demonstration project since, it has become apparent that acceptance of this technology at the rural level is largely dependent upon there being an urgent identified need. Too often there has been the perception that AVL coupled with Mobile Data Terminals (MDTs) is a matter of overkill in rural applications and is in fact, little more than trendy gadgetry. The real time position of the vehicle can be reliably determined by simply radioing the vehicle and paper manifests are generally viewed as adequate to the three to five trips per vehicle hour experienced by most rural, demand response systems. Typically, the critical ITS need in a rural demand response system is perceived to be better routing- scheduling software with algorithm driven, GIS based packages being the seemingly logical choice. In relation to better routing- scheduling software, the perceived need for AVL/MDTs runs a distant second in the predominantly demand-response rural arena. |
