摘要: This paper models the revealed difficulties of obtaining an electronic transponder to use the 91 Express Lanes in Orange County, California. The 91 Express Lanes are a fully automated (require a transponder to use), value-priced facility in the median of regular (non-tolled) freeway lanes. The models use the results from over 400 survey respondents that regularly use the Express Lane corridor: either the Lanes or the non-tolled adjacent lanes. Several different types of econometric models are estimated. Binary logit (conditional on having a transponder and unconditional) models (of using the Express Lanes and using the regular non-tolled lanes) are estimated and the results compared with ordered logit models of the number of times a week that the Express Lanes are used (conditional and unconditional). Finally the "hurdle" of obtaining a transponder is modeled with a zero- inflated negative binomial regression model. This model gives the best results. The models shown in this paper reveal that usage of the Express Lanes depends more on whether or not a corridor user has a transponder than on demographic and trip characteristics such as income, age, commute length, and carpool status.
