This paper describes the situation of Intelligent Transport Systems (ITS hereafter ) in developing countries, especially Asian countries and a study of recommended approach to introduce ITS in a provisional country. The investigation was done by executing questionnaire analyzing statistical data, and visiting some countries. A classification of Asian countries with regard to ITS status is described ITS implementation steps, based on experiences in Japan, are discussed. Finally, by this investigation the ITS status in Asian countries became clear and the recommended approach to introducing ITS is also proposed. So far, ITS has been regarded as a system for the developed countries. From the beginning, ITS (called IVHS or RTI at first) was discussed mainly in the North America, Europe, and Japan. However, looking at problems such as accidents and congestion, we recognize that developing countries have the same or worse situations compare to the developed counties. The fatality number per vehicle number in Bangladesh is, e.g., about 250 times of Japan, and rush hour congestion in Bangkok, Thailand, is famous for its awful situation. The purpose of the present study is to make clear the situation of ITS in developing countries, especially Asian countries, and to show a recommended approach to introduce ITS in a provisional country. |
