摘要：	The National Police Agency of Japan (Keisatsucho) has been promoting Universal Traffic Management Systems (UTMS) which has six subsystems since the beginning of 1990s. During the Winter Olympic Games in Nagano last year, five subsystems were realized and have brought forth a great success and UTMS itself is further developed in Japan following the success in Nagano. However, these projects are answerable to the change of social structure. Intelligent Transport Systems (ITS) is not only the traffic management system, but also the social management system. Therefore it is the most important point for the person in charge of ITS to construct the system suitable for the social needs. So the Agency advanced UTMS to UTMS21 for the next generation traffic management systems and has added three new subsystems to the former UTMS concept and consists of nine subsystems. The new subsystems are follows: 1) Driving Safety Support Systems (DSSS); 2) Help system for Emergency Life saving and Public safety (HELP); 3) Intelligent Integrated ITV Systems (IIIs).
