摘要: The capacity of a toll collection facility depends upon a number of factors, such as the number of lanes in the plaza, the processing rates of the toll services and whenever applicable, the Electronic Toll Collection (ETC) usage rate. With the implementation of ETC at toll facilities, the capacity calculation must now consider mixed lanes as well as single-service lanes. In other words, mixed lanes, that provide the ETC service in conjunction with traditional services, as well as single service lanes, such as the dedicated ETC lanes, contribute to the value of a plaza's capacity. Establishing a methodology to determine a plaza's capacity is an important first step in the determination of the Level of Service at a toll collection facility. This study suggests a methodology along with an "easy to calculate" worksheet as a viable means to calculate the capacity of a toll collection facility. In addition, the methodology is applied to four configurations of the Holland East Plaza (HEP) in Orlando, Florida. By utilizing the values for the plaza's rush hour arrival volumes and the ETC usage rates, the volume to capacity, v/c, ratios can be determined for the HEP. Furthermore, comparison tests are conducted on various other configurations and the results reveal that the methodology behaves expectedly and desirably. Keywords -- Capacity, ETC, Toll, ETTM, Queue
