The Florida Department of Transportation is preparing a Statewide ITS Strategic Plan. A survey of ITS activities and programs of other states and agencies was conducted as part of the development of this Plan. Questionnaires were mailed to 23 state departments of transportation (DOTs) and three ITS Priority Corridors. Fifteen of the twenty-six agencies responded. The findings of this survey indicate that the most common ITS organizational structure is to have an ITS headquarters staff with ITS engineers and operators at the district level. Most states characterize their organization as being decentralized. Almost all agencies have ITS planning, ATMS, ATIS and CVO activities. Several agencies also have APTS and ARTS activities. Fourteen of fifteen agencies have an ITS Strategic Plan and update it regularly. DOTs lead (i.e., have primary responsibility for) ITS planning activities in every state but two. The MPOs lead the planning activities in California and Texas. Every agency uses federal ITS funds for ITS projects. Most states also use state ITS funds. Some states use federal or state general transportation funds for ITS projects. Most require ITS projects to be part of the normal transportation planning process. All states but one have developed an ITS architecture consistent with the National ITS Architecture. All agencies use (or plan to use) NTCIP as a standard; most require other standards also. Almost all agencies use the Engineer/Contractor (i.e., traditional lowbid) method to procure design and installation of field devices, the System Integrator method is used most often to furnish and install software, and a wide range of methods are used for operations and maintenance services. Cost was identified as the most prominent procurement problem. Agency personnel are used to provide operations and maintenance services in most agencies. Private contractors are used in several agencies. Most agencies have an ITS Business Plan and conduct regular stakeholder involvement programs. Only a few agencies have conducted market research to support ITS activities. Rural ITS activities are being conducted in nine of the fifteen agencies responding. Most agencies indicate that they plan activities to integrate ITS functions across regional or urban areas within their jurisdiction and statewide in many cases. In most state DOTs the headquarters conduct ITS strategic planning and project planning. Design activities are conducted at headquarters in some states and at districts in others. Operations and maintenance are conducted at the district level almost universally. Inadequate funding for ITS and higher priorities for other transportation projects were listed as the greatest challenges to ITS project implementation. |
