TRANSCOM's System for Managing Incidents and Traffic (TRANSMIT) is an operational test implemented in the New York/New Jersey metropolitan area that utilizes vehicles equipped with the E-ZPass?electronic toll collection system as traffic probes for traffic surveillance and incident detection. The evaluation of the TRANSMIT system is carried out to assess its performance, cost effectiveness and the institutional issues associated with its implementation. The evaluation plan has been developed to determine the transmission capacity of its communication system, the assessment of the accuracy of traffic flow parameter estimation and its reliability in incident detection. It includes a methodology for a comparative assessment of its costs and benefits relative to other traffic surveillance technologies. The evaluation test plan consists of the goals, objectives and measures of effectiveness and performance including the identification of the associated performance parameters. The data collection, reduction and analysis procedures are developed for testing the hypothesis for each objective. The evaluation plan includes the members and roles of the evaluation team as well as detailed evaluation test schedules. Herein, a summary of the evaluation goals and objectives and the data collection are presented. |
