The national ITS architecture provides a framework for the development of ITS applications to improve transportation operations and to support new user services. In PUB Published by: lic transit, automatic vehicle location (AVL) systems and geographic information systems (GIS) can enhance demand-responsive transit operations. The Peninsula Transportation District Commission (Pentran) in Virginia is studying the feasibility of "flexible route" or "route deviation" bus services using these technologies to enhance customer service, reach previously untapped markets, and reduce the burden on the existing paratransit service. Several transit operators in America are developing route deviation using AVL and paratransit dispatching software. The objective of this research is to develop a decision support system (DSS) for route deviation service that will operate within GIS instead of relying on other software packages commonly used for paratransit scheduling. The GIS package ArcView 3.0a was selected for its broad analysis, database management, and customization capabilities. The prototype DSS is currently under development. The final product of this research effort will be a customized GIS fully capable of meeting the decision support requirements of route deviation. Pentran will then be able to provide a reliable, real-time route deviation service for transit customers desiring to travel to areas not directly served by existing fixed bus routes. |
