This paper documents the progress to date and preliminary findings of the evaluation of a very small aperture terminal (VSAT) Ku-band communications system installed as part of the I-95 Traffic and Incident Management System (TIMS) in Philadelphia, PA. This evaluation is being conducted following the methodology set forth in Satellite Communications Demonstration Project Evaluation Plan (Evaluation Plan) as well as guidelines established by the Federal Highways Administration. The purpose of the evaluation is to provide transportation agencies with sufficient information regarding the applicability of VSAT Ku-band communications technology for ATMS incorporating remotely located fixed and mobile ATMS elements, in this case closed circuit television (CCTV) cameras, communicating with a central control location. The evaluation is also being conducted to determine the effectiveness of celestial based VSAT Ku-band communications compared to terrestrial based copper and fiber optic communications. The measures of effectiveness (MOE's) will be evaluated with respect to the goals and objectives evaluated to date. |
