摘要: With the introduction of the Partners In Motion in December of 1996, a PUB Published by: lic-private partnership was formed to implement an advanced traveler information system (ATIS) for the Washington DC area. From the outset, a partnership was seen as an appropriate long-term approach for bringing ATIS to the large, multijurisdictional region of the nation's capital. The PUB Published by: lic agencies were needed to supply information and the private sector was needed to merge that data and disseminate information to the traveling PUB Published by: lic on a permanent basis. Since the inception of this unique partnership, many interesting issues have emerged regarding the deployment of ATIS. This paper examines these issues from several standpoints. Some of the issues are technical, for example how to integrate the data systems of 26 different PUB Published by: lic agencies into one system. Other issues are institutional, such as delineating the process by which 26 PUB Published by: lic agencies can work together. And still other issues are financial, including the appropriate mechanisms for 26 PUB Published by: lic agencies and 13 private sector firms to pay for and share in a partnership. Not all of these questions have been answered, but the agencies and firms involved in Partners In Motion have begun to find possible solutions to these and other relevant issues. Although the partnership is still evolving, Partners In Motion may hold valuable lessons for others seeking to deploy ITS in their regions.
