This paper describes opportunities for state departments of transportation (DOTs) and metropolitan planning organizations (MPOs) to apply Intelligent Transportation Systems (ITS) technologies to intermodal freight operations. ITS technologies can play a critical role in helping both private businesses and PUB Published by: lic agencies cope with changing global economic trends and business logistics patterns. In the freight sector, carriers such as trucking companies and railroads have been the early leaders in ITS deployment investing in new technology to reduce the cost and improve the safety and efficiency of long-distance freight transportation. The PUB Published by: lic sector ITS program has not paid much attention to freight movement to date, despite opportunities to do so. The national ITS/commercial vehicle operations (CVO) program is heavily focused on streamlining state regulatory processes, such as vehicle registration requirements or roadside safety inspections. Metropolitan ITS traveler information and traffic management systems are oriented primarily toward passenger cars, and therefore they generally do not address the unique routing and dispatching restrictions and services demands faced by freight carriers. The analysis uses the Indianapolis metropolitan area as a case study to show how ITS services may be incorporated into metropolitan freight planning. |
