摘要: This paper focuses on the monitoring of commercial vehicles and drivers compliance with federal and state safety regulations. It discusses how the effectiveness of enforcement becomes difficult due to vehicles with current Out-Of-Service (OOS) violations. The authors describe the Wisconsin/Minnesota Automated Out-Of-Service Verification project, designed to enhance the capability of detecting OOS vehicles and drivers. The project was an Intelligent Vehicle and Highway Systems (IVHS) operational test and now is part of Commercial Vehicle Operations (CVO) programs under Intelligent Transportation Systems (ITS). The project employed advanced vision-based license plate scanners linked to database software on a networked personal computer (PC) which downloaded the updated PC OOS database from a mainframe computer in the central office. An in-house database program named MOOSE (MCSAP OOS Enforcement) was developed by Wisconsin DOT staff to extract the license plate number from the scanner and identify matches from the PC OOS database. The interval for downloading updated data can be set any interval, but a 15-minute interval was commonly used in the system and was considered sufficient for the real-time OOS operations.
