Minnesota's Statewide Intelligent Transportation Systems (ITS) Strategic Plan plots a course for the Minnesota Guidestar program's future that focuses on extending ITS to the urban and rural areas of Greater Minnesota. The Plan complements Minnesota Guidestar's other major deployment initiatives: Orion, underway in the Twin Cities, and Commercial Vehicle Information Systems and Networks (CVISN). The Plan includes a vision and goals for ITS in Minnesota, concepts for deployment (particularly those that will improve safety and traveler information), identifies roles and responsibilities, and describes Quick-Start - a process for initiating new projects across Minnesota. ITS are intended to improve the movement of people and goods through the use of advanced technology. Minnesota Guidestar is charged with shaping a better transportation system through leadership in technology research, testing and deployment, institutional progressiveness and innovative partnerships. In its first six years of existence, the program has launched 60 ITS initiatives involving more than 70 public, private and academic sector partners, who currently contribute over 22% of the total program costs and resources. This paper describes the evolution of Minnesota's statewide ITS program, a program that is based on a series of customer-driven initiatives including the Rural Scoping Study, completed in 1994, and a subsequent project, the Polaris study, which was completed in 1995. It reaffirmed the findings of the Rural Scoping Study. Polaris study results were used to help define a statewide ITS architecture. Results of Minnesota Guidestar's Strategic Planning Process is captured in two documents, the Minnesota Guidestar Nova Statewide ITS Strategic Plan and the Minnesota Guidestar Statewide ITS Strategic Plan Executive Summary. |
