One of the main themes of ITS in the transportation and communications revolution is the provision of information to travelers so they can make better decisions in the utilization of the transportation infrastructure. Traditionally, the targeted travelers have not explicitly included other, non-DOT, federal, state and local agencies that must use the roadways to fulfill their routing and emergency missions. In addition, many of these other agencies collect information that is important to ITS' management of transportation. ITS information sharing and multi-agency utilization is presently being implemented in the Virginia Operational Information System (VOIS) which currently exchanges information among Virginia Department of Transportation (VDOT), State Police (VSP) and Department of Emergency Services (VDES), and is planned to expand to many other State agencies. This paper describes the background and evolution of VOIS, its capabilities and operational use, and the vision for its future. Virginia's response to Hurricane Fran is a good example of VOIS emergency operations. Hurricane Fran impacted Virginia in early September, 1996 and caused about $40 million damage to VDOT infrastructure. VOIS was used to communicate and exchange real-time emergency information within VDOT and with the other state agency subscribers, VSP and VDES. All available VDOT forces were out and working as soon as the winds subsided enough to make it safe to do so, some 4,000 strong (including some contractors). This was the first large scale operational use of VOIS. |
