The San Diego Regional Computer Aided Dispatch (CAD) Interconnect (InterCAD San Diego) is an "Early Start" project under the auspices of the Southern California ITS Priority Corridor Showcase. InterCAD San Diego is a two-phase program. The objective of InterCAD Phase 1 is to connect the CAD systems of the San Diego Police Department, San Diego County Sheriff's Department and Border Division of the California Highway Patrol (CHP). The Phase 2 objective is to expand this network to include other key police, fire and EMS agencies within the county and to incorporate connectivity with the Caltrans District 11 Transportation Management Center (TMC). By the end of Phase 2, InterCAD will allow the TMC and regional public safety agencies to coordinate their efforts in real-time to effectively manage transportation related incidents in the region. One problem that has always plagued public safety agencies is the inability to effectively coordinate resources in real-time in response to major incidents and natural disasters. This problem has manifested itself in two ways: (1) delays and information loss in getting incident details from one agency to another through their communications centers, and (2) inability of responding personnel to communicate car-to-car on different radio channels once on-scene at the incident. The InterCAD project addresses the first of these problems, by allowing mutually supporting dispatchers to directly exchange incident records among themselves. This direct exchange is a virtual screen-to-screen process that bypasses the normal telephonic request for support. The requesting agency dispatcher designates the destination agency or agencies and transmits an incident record, typically containing incident type, location, time of incident, time of report, reporting party and supplementary details. A regional network connecting the participating agencies carries the incident record data in a system independent messaging format. One of the side benefits of the InterCAD project has been to establish a meaningful dialogue between the agencies involved. A regional Task Force has been established that meets on a monthly basis. The Task Force has both operational and technical working groups to tackle specific problem areas involving operational policies and technical issues. One of the major issues that has surfaced is the selection of an appropriate wide area network technology that can provide adequate security and control but yet is not overly costly for agencies to operate and maintain. |
