During the 1990s increasing population and travel coupled with a shrinking amount of money to maintain and build new transportation infrastructure has led to increases in congestion. Congestion relief tolling - the policy of charging drivers a fee that varies with the level of traffic on a roadway - is receiving increasing attention by transportation planners, engineers, and policy makers. This paper summarizes the finding of a two-year research project for the Federal Highway Administration on the political and institutional issues in congestion relief tolling. Research techniques included focus groups, telephone and personal interviews, literature reviews, a citizens jury, and three regional conferences. The paper summarizes the rationale behind congestion relief tolls, the implementation of congestion relief tolls on State Route 91 in Southern California, and feasibility studies in a number of U.S. cities. The paper also offers seven recommendations for policy makers, elected officials, and community leaders considering congestion relief tolls. The recommendations address strategic planning, overcoming commonly cited barriers, devising a technology plan and building public support. |
