Travel Aid and SWIFT have provided a wealth of knowledge about contracting in the ITS environment. As project managers for these Field Operational Tests (FOT) with the Washington State Department of Transportation (WSDOT) the authors have experience on the ground level of ITS deployment. Although these FOTs pushed the limits of technology, the myriad of issues regarding contracting, designing, construction and evaluating provided the real challenges. Such challenges often result in a great deal of learning, and passing on some of the knowledge gained should help states, consultants, and contractors to overcome many of the stumbling blocks the authors encountered. Contracting, for instance, was the issue that most nearly killed Travel Aid and slowed the launch of SWIFT. Some companies that are new to contracting with state DOTs were blindsided by contracting requirements not found in other sectors. The authors highly recommend that any company that fits this description carefully read the section on Contracting Issues before it finalizes an ITS operational test proposal. The good news is that all issues can be resolved through sincere negotiations, given that both sides have a real stake in the project and are willing to compromise. Failure to do so can result in long delays and can end up killing the project. The sooner these issues are resolved, the more quickly the contract can be signed and the real work of ITS can begin. There is no substitute for a high level of commitment from all of the parties in a project. These projects are partly funded through the Federal Highway Administration's Intelligent Transportation Systems (ITS) field operational test program. The ITS program is testing new concepts, technologies, and traffic control measures to provide a better transportation system as we move toward the twenty first century. |
