It is expected that traffic control systems will continue to grow in size and complexity while resources continue to decrease. At the same time many transportation agencies feel that they are doing a fair to poor job in maintaining their present systems. Then how will agencies be able to improve the maintenance of their systems while doing more with less? One way is to use the best maintenance management systems available which will suit their needs. This paper is based on a Synthesis of Highway Practice document that has been prepared to present the state of the practice in maintenance management of traffic signal control systems to assist agencies in improving their own systems. To improve a maintenance management system it is necessary to understand the systems that need to be maintained. That is why it is important to understand the historical background of traffic signals and their maintenance. In addition it is necessary to understand the present systems and their components to know what needs to be maintained. With this knowledge base and an understanding of the current state of the practice of traffic signal systems maintenance, improvements can be made to an agency's system. The purpose of this paper is to present the state-of-the-practice in the maintenance management of traffic signal control systems. This is accomplished through two means of information: an extensive literature review as well as a survey of state, county, and municipal transportation agencies. The intent of the literature review was to provide descriptions of the available traffic signal control technologies and current traffic signal control maintenance management practices. The survey results were compiled into four primary categories: maintenance of hardware, software utilization and willingness, maintenance management practices and activities, and maintenance personnel skill levels. The results were presented to establish the extent to which transportation agencies are using these technologies and maintaining their traffic control systems. |
